Terms of Use
Version 1.1 · effective from 30 October 2026
This is a translation. In case of discrepancies, the Latvian version prevails.
1. Service provider
The Regmio service (regmio.eu, regmio.lv, regmio.lt, regmio.ee; hereinafter, the "Service") is provided by SIA "Mobinet" (Mobinet SIA), registration No. 40103814735, registered address: Artilērijas iela 6, Rīga, LV-1001, Latvia; e-mail: [email protected] (hereinafter, "Mobinet", "we").
2. Application of the Terms
2.1. These Terms are binding on anyone who uses the Service (hereinafter, the "User"). By using the Service or creating an account, the User confirms that they have read and agree to these Terms.
2.2. If the User uses the Service on behalf of a legal person, they confirm that they are authorised to bind that person to these Terms.
2.3. These Terms have been drawn up in Latvian. Translations into other languages are for information purposes only; in the event of any discrepancy, the Latvian text prevails.
3. Nature of the Service
3.1. The Service is a technical tool that compiles, organises and displays publicly available data from the state registers and open data portals of Latvia, Estonia and Lithuania, as well as from the European Commission's VIES system. The full list of sources is available on the Data Sources and Disclaimer page.
3.2. Mobinet is not the author of this data or its controller at source, and is not a credit bureau, rating agency, or provider of legal or financial services. The Service does not provide credit ratings or legal, tax or financial advice.
3.3. Risk indicators and the "risk level" are automatically calculated indicative metrics based solely on publicly available facts (for example, tax debts, insolvency proceedings, VAT status). They do not constitute an opinion on a company's solvency or integrity and are not intended to serve as the sole basis for decision-making.
4. Data accuracy and limitation of liability
4.1. Mobinet ensures that data is displayed in accordance with its official source as of the most recent update of the respective source processed by the Service. The time of the data update is indicated in the Service.
4.2. Mobinet gives no warranties whatsoever, whether express or implied, as to the correctness, completeness, timeliness, uninterrupted availability or fitness for a particular purpose of the source data. Source data may contain errors, omissions or outdated information, as well as discrepancies between different registers. Mobinet does not correct or supplement source data.
4.3. Before making legally or financially significant decisions (for example, entering into a contract, granting credit, choosing a business partner), the User must verify the information in the relevant primary source (the official register) or obtain an official statement.
4.4. To the extent permitted by applicable law, Mobinet is not liable for any direct or indirect losses, loss of profit, loss of data, reputational damage or other consequences arising:
- from errors, omissions or delayed updates in the source data;
- from the User's decisions made on the basis of information displayed in the Service;
- from interruptions, failures or maintenance of the Service, or from the actions of third parties (data sources, hosting, network);
- from unauthorised access to the User's account where it occurred through the User's fault (for example, by allowing others to access their e-mail inbox).
4.5. For Users who are traders or other legal persons, Mobinet's aggregate liability for any claims in connection with the Service shall not exceed the amount paid by the User to Mobinet for the Service in the 12 months preceding the occurrence of the loss or, in the case of free use, EUR 50.
4.6. These limitations do not apply to liability that cannot be limited or excluded under law, including for losses caused intentionally or through gross negligence. Consumers retain all rights to which they are entitled under the Consumer Rights Protection Law (Patērētāju tiesību aizsardzības likums) and other mandatory legislation.
5. Account and sign-in
5.1. Part of the Service (search and company summary) is available without registration. The full company profile is available after signing in with an e-mail address.
5.2. Sign-in is performed using a one-time code that we send to the User's e-mail. The account is created automatically upon first sign-in. The User is responsible for the security of their e-mail inbox and undertakes to provide only an e-mail address that belongs to them.
5.3. The User may delete their account at any time in the "Account" section. When the account is deleted, the data associated with it is also deleted, except for data that must be retained under law (for example, accounting documents relating to payments).
6. Plans, limits and payment
6.1. The available plans, their prices and check limits are indicated in the Service. Mobinet may change the scope of the free plan after giving prior notice in the Service.
6.2. The prices, billing period and conditions of paid plans are clearly indicated before purchase. Paid plans are prepaid periods that do not renew automatically unless clearly stated otherwise before purchase. Payments are processed by a payment service provider; Mobinet does not store payment card data.
6.3. A reasonable technical daily security limit may also apply to paid plans in order to prevent automated data extraction; it is not intended to restrict normal use.
6.4. Immediate access and right of withdrawal (for consumers). By purchasing a plan and accepting these terms, the User requests that Pro access be granted immediately after payment and acknowledges that, as a result, the right of withdrawal does not apply to the service already provided. A consumer has the right to withdraw from a distance contract within 14 days. If the consumer, when purchasing a plan, has expressly requested that the provision of the Service begin immediately and has acknowledged that they will thereby lose the right of withdrawal once access has been fully provided, or must pay proportionately for the part already provided, the provisions of the Consumer Rights Protection Law and the relevant Cabinet of Ministers regulations apply. To exercise the right of withdrawal, write to [email protected].
6.5. Discounts and discount codes. Mobinet may offer promotions, a welcome discount for new Users and discount codes. Each discount may have a validity period, a number of permitted uses and applicable plans, as indicated in the Service. Discounts are not cumulative — the largest available discount applies. Discount codes cannot be exchanged for cash, and Mobinet may cancel a code if it was obtained or used in bad faith.
7. Permitted and prohibited use
7.1. The User may use the Service for lawful purposes, for example, verifying business partners, assessing reliability and risk, selecting suppliers and complying with regulatory requirements.
7.2. It is prohibited to:
- extract data by automated means (scraping), circumvent limits or access restrictions, or use bots or scripts without Mobinet's written permission;
- sell, redistribute or publish the Service's data or derivatives thereof as a competing database or service;
- use the personal data of natural persons visible in the Service for purposes incompatible with the purpose of their publication, for example, tracking, stalking, unsolicited direct marketing or discrimination;
- interfere with the operation of the Service, or attempt to access other Users' data or parts of the system not intended for public use;
- use the Service in breach of the legislation of the Republic of Latvia or the European Union, including data protection requirements.
7.3. When processing personal data of natural persons obtained through the Service, the User becomes the controller of such data and is responsible for its lawful processing.
7.4. If the User breaches these Terms, Mobinet may restrict or block access to the Service without prior notice. In such a case, payment for the remaining period of a paid plan is not refunded, unless otherwise provided by law.
8. Intellectual property
8.1. The Service's software, design, the "Regmio" brand, data structure and compilations belong to Mobinet or are used under licence.
8.2. Source data is used in accordance with the licences of its publishers (see Data Sources and Disclaimer). These Terms do not restrict the User's right to obtain the same data directly from the official sources.
9. Availability of and changes to the Service
9.1. Mobinet endeavours to ensure the uninterrupted operation of the Service but does not guarantee it. The Service may be temporarily unavailable due to maintenance, data updates or technical faults.
9.2. Mobinet may change the functionality of the Service and add or remove data sources if their holder changes them or discontinues their publication.
10. Amendments to the Terms
Mobinet may amend these Terms. We will notify Users of material amendments in the Service or by e-mail at least 14 days before they take effect. If the User does not agree with the amendments, they may stop using the Service and delete their account. Continued use after the amendments take effect is deemed acceptance of them. The price for a paid plan period purchased before the amendments will not be changed.
11. Personal data
The processing of personal data is described in the Privacy Policy, and the use of cookies in the Cookie Policy.
12. Governing law and disputes
12.1. These Terms are governed by the laws of the Republic of Latvia.
12.2. We seek to resolve disputes through negotiation — write to [email protected]. If no agreement is reached, the dispute shall be heard by a court of the Republic of Latvia according to Mobinet's registered address, unless mandatory legislation provides a different jurisdiction for the consumer.
12.3. Consumers may also apply to the Consumer Rights Protection Centre (www.ptac.gov.lv) or the European Online Dispute Resolution platform.
